SB1595: Same as HB 1440. Enacts Uniform Guardianship, Conservatorship, and Other Protective Arrangements (UGCOPA) Act provisions: Provides a minor subject to a guardianship matter with the right to counsel (RTC) where (i) requested by a minor 12 years of age or older, (ii) recommended by a guardian ad litem, or (iii) the court determines that the minor needs representation; Changes factors court must consider in deciding whether to appoint attorney for adult in plenary hearings; Changes appointment of counsel for adult respondents in emergency guardianship cases from discretionary to mandatory (and upon filing) and adds RTC in emergency conservatorship cases; Adds RTC where an adult seeks to remove their guardian or conservator and appoint successor and factors are met; Adds RTC for adults seeking to modify or terminate their guardianship or conservatorship where factors are met.
