A00545: Where an animal is seized due to certain animal cruelty allegations, the impounding organization may file a petition requesting that the defendant post a security. If the petition for security is filed “after the issuance of an appearance ticket but prior to arraignment on charges”, the court may appoint counsel for an unrepresented defendant if the defendant would qualify for appointed counsel in the underlying criminal matter.
