Amending the definition of "public agency" to exclude tribal governments and entities that receive funding from fed, state, or muni. gov't; an attempt to overturn the Alaska Sup. Ct's decision in Flores v. Flores, which found that the Alaska Legal Services Corporation is a "public agency" such that the DPC of the Alaska Constitution required appointed counsel for an indigent parent in a private custody matter where the opposing parent was represented by a public agency.
