A2810: Creates New Jersey Servicemembers’ Civil Relief Act, which specifies that court 1) cannot enter final order in any civil case where defendant defaults and no affidavit is filed to show defendant is not on active military duty unless court appoints counsel first; and 2) may appoint counsel in any civil case where a service member is a party and fails to appear.
