Discretionary appointment of counsel

Texas , Litigation , All Basic Human Needs

In Travelers Indem. Co. of Conn. v. Mayfield, 923 S.W.2d 590, 593–94 (Tex. 1996), the Texas Supreme Court concluded that “in some exceptional cases, the public and private interests at stake are such that the administration of justice may best be served by appointing a lawyer to represent an indigent civil litigant.”

Appointment of Counsel: Discretionary
Qualified: Yes

If "yes", the established right to counsel or discretionary appointment of counsel is limited in some way, including any of: the only authority is a lower/intermediate court decision or a city council, not a high court or state legislature; there has been a subsequent case that has cast doubt; a statute is ambiguous; or the right or discretionary appointment is not for all types of individuals or proceedings within that category.
