H125: Same as SB 20. Creates procedure for the safe surrender of an “infant” (a child reasonably believed to be 7 years old or younger); provides right to counsel (RTC) to parent in subsequent termination of parental rights proceeding, but it is unclear whether the RTC applies to the surrendering parent, other parent, or to both parents.
