H1390: Providing that a child’s guardian has the right to counsel regardless of indigency where a non-custodial parent seeks to take custody away from the guardian or seeks visitation, or where the guardian seeks to file for adoption. And in probate matters filed by the Department of Child and Family Services (DCFS) or by a licensed child care agency, providing the custodial parent who is seeking stepparent adoption with the right to counsel, regardless of indigency, if the non-custodial parent who is opposing the adoption has court-appointed counsel.
