H7021: Appears to add “eligibility” requirement for civil commitment respondents where currently eligibility is not currently tied to income; Would prohibit court from involuntarily placing individuals with a developmental disability (as defined statutorily) in state treatment facilities; Amends right to counsel provisions related to involuntary treatment to state that the right applies unless the individual has knowingly and voluntarily waived the RTC; Expands circumstances under which court can appoint counsel “without regard to the respondent’s wishes.”
