HB1499: Provides that, in appointing GAL and attorney ad litem for child in state-initiated TPR or conservatorship, court must appoint at least 72 hours before the full adversary hearing. Also requires attorney ad litem appointed for parents in such matters to meet with the parent at least 72 hours before every court hearing unless good cause is shown
