HB2410: Same as HB 2033. Though the bill would remove the RTC for kids in truancy cases, it strengthens the RTC for kids in abuse, adoption, and TPR cases by replacing the right to an attorney GAL with the right to client-directed counsel; Would also add the RTC for minor and “mentally ill or otherwise incompetent” parents in abuse and adoption cases; Appointment for parents in abuse cases is currently discretionary and in adoption cases is discretionary for minor parents only.
