HB4603: Same as SB527. Creates process for parent whose child has been removed from the home (and where removal ratified by the court) “to file a written motion seeking a pre-adjudicatory alternative disposition which would allow for the entry of an order of guardianship … with the relative placement in lieu of a finding of child abuse and neglect in the underlying case.” All parents must consent and all parties are entitled to appointed counsel.
