HB4621: Same as SB 541. Changes right to counsel provisions in §49-4-601 for children and parents in dependency cases. §49-4-601(c) continues to require appointment of counsel for the child upon the filing of a petition. §49-4-601(f) is renumbered to separate the right to counsel for children and parents into separate provisions. §49-4-601(f)(1) is amended to state that the child has a right to be represented by counsel, a guardian ad litem or both, and the court shall appoint counsel, a guardian ad litem or both, and includes additional requirements for serving as guardian ad litem. Also adds findings court has to enter at the end of any hearing related to whether appointed guardian ad litem and attorney complied with various specified rules and obligations (ex: §49-4-608(m) and §49-4-610(C).
