HB913: This bill would have changed the law so that counsel would only be required for children in neglect cases when a guardian ad litem is not appointed for the child; it would have permitted the court to appoint counsel in such cases on a case-by-case basis instead. The NCCRC submitted testimony in opposition to this bill and did the National Association of Counsel for Children (NACC). Fortunately, this provision was removed through amendment!
