HB 672HB 1033, and SB 2527 would have required appointment of counsel prior to incarceration for failure to pay fines/fees.  HB 672 and SB 2527 both died in the Judiciary Committee, while HB 1033 had its right to counsel language stripped out (it ultimately passed the Legislature, only to be vetoed by the Governor).


The NCCRC assisted the work around HB 1033.
