The NCCRC has increased its support for litigation against cities jailing indigent people without an “ability to pay” hearing and without providing counsel in these civil or quasi-civil proceedings. As a result of our involvement, NCCRC Coordinator John Pollock was invited to participate in a 2-day meeting in D.C. on Dec 2-3, one day of which was run by the Department of Justice and the other by the White House. The meeting was called “A Cycle of Incarceration: Prison, Debt and Bail Practices.”
Materials from the event include:
- Video of the White House convening (full day here; edited version here;
- Transcript of the Attorney General’s remarks;
- Report from the President’s Council of Economic Advisors on Fees, Fines, and Bail;
- A National Journal article about the event; and
- Background materials (here, here, here, here, and here).
NCCRC was invited to participate in the meeting.
