Other countries to U.S.: provide counsel in civil proceedings

In the latest Universal Periodic Review of the United States by the U.N. Human Rights Council, a number of countries recommended that the U.S. provide counsel in certain kinds of civil proceedings.
Among the suggestions were:
- 5.261. Guarantee the right to access to justice and effective remedies to all indigenous women who were victims of violence (The former Yugoslav Republic of Macedonia);
- 5.296 Ensure that youth in conflict with the law are handled by the juvenile justice system and have access to free legal advisory assistance (Republic of Moldova);
- 5.344 Ensure due process for all immigrants in immigration proceedings, using the principle of the best interest, especially in the case of families and unaccompanied children (Honduras);
