There is a right to counsel for indigent respondents in sexually violent person commitment proceedings.  42 Pa. Cons. Stat. Ann. §§ 6403(b)(3) (initial commitment), 6404(b)(2) (annual review hearings), 6405 (person has right to “assistance of counsel” in all proceedings conducted pursuant to chapter, but does not explicitly mention appointed counsel).
