S1181
S1181: Seemingly eliminates the statutory right to counsel for parents in all termination of parental rights (TPR) cases, requiring appointment only when “constitutionally required.” Although the sponsor claimed at hearing that the intent was to affect private termination matters only, the code provision covers both state and public TPRs. Amendment to another section of the code would also prohibit the public defender from providing representation in such matters.
