SB1478: Requiring the court to appoint an attorney for unrepresented children who are the subject of abuse/neglect proceedings, even where an attorney guardian ad litem or Court Appointed Special Advocate (CASA) is appointed and the CASA is represented by an attorney; also creating the Due Process for Youth Oversight Commission to oversee the creation and implementation of a youth’s statutory RTC.
