Arizona enacts bill designed to increase quality of representation

In 2025, the Arizona legislature enacted SB 1739, establishing the Child and Family Representation Program in the Administrative Office of the Courts “for the purpose of … ensur[ing] uniform, high-quality legal representation by attorneys appointed pursuant to Section 8-221.”

The law aims to enhance representation by assessing training for attorneys and judges; making recommendations to the Supreme Court about establishment or modification of court rules related to minimum training requirements and practice standards; recommending fair and realistic compensation rates; seeking to enhance funding sources; and developing measures to assess and document the effectiveness of counsel and the outcomes achieved by children who are represented.
