SB2119: Creates Parental Rights Protection Act. New Sec. 37-1-1006 establishes a right to counsel, specifying that in a proceeding initiated by the state that may result in the removal of a child, restriction or suspension of parental custody or visitation, or termination of parental rights, a parent has the right to the assistance of counsel at all critical stages of the proceeding.
