SB43: Currently, per Section 211.211, all children in abuse and termination of parental rights (state) matters are entitled to an attorney who is a guardian ad litem. The bill would amend appointment in abuse matters to require client-directed counsel at all stages for children between 14 and 17 years of age (including on appeal) — would implement this change “no later than August 28, 2027.” Also makes conforming changes to Section 211.211. Additionally, creates Child and Family Legal Representation Coordinating Commission to study availability and funding for representation of parents and children.
