SB 132, signed by the Governor in April 2017, amended child welfare code to specify that a court must appoint counsel for parents at the ex parte emergency dependency proceeding. Previously, appointment was discretionary with the court. See § Ark. Code § 9-35-309 (formerly, Ark. Code § 9-27-314).
