Right to counsel

Pennsylvania , Legislation , Truancy - Petition Against Child

42 Pa.C.S. § 6302 defines “dependent child” in part as a habitually truant child, and 42 Pa.C.S. § 6337.1(a) provides that “Legal counsel shall be provided for a child who is alleged or has been found to be a dependent child in accordance with the Pennsylvania Rules of Juvenile Court Procedure.“

If "yes", the established right to counsel or discretionary appointment of counsel is limited in some way, including any of: the only authority is a lower/intermediate court decision or a city council, not a high court or state legislature; there has been a subsequent case that has cast doubt; a statute is ambiguous; or the right or discretionary appointment is not for all types of individuals or proceedings within that category.
