S2317: Creating new section of the code to provide that “[a] ward or proposed ward shall be represented by counsel throughout the course of guardianship proceedings” and requiring “[c]ounsel shall personally interview the ward or proposed ward … not more than 72 hours before each scheduled hearing related to guardianship”
