HB2772: As to child welfare matters involving Indian children, including abuse and termination of parental rights matters, he bill provides that, the court shall appoint counsel for an indigent parent or Indian custodian “in any removal, placement or termination proceeding.” Also provides for the discretionary appointment of “a guardian ad litem or counsel for the child upon a finding that such appointment is in the best interests of the Indian child.”
