HB700: Tracking for internal purposes — amending payment provision attached to RTC for biological parents in adoption matters, to exclude payment of legal services for any biological living parent who either has been convicted of a felony involving the infliction of serious injury to a child named in the adoption petition or of “[a]ny conduct prohibited as any degree of rape, sexual abuse, or sexual misconduct … that resulted in the birth of the child named in the present adoption proceeding”.
