SB2792: Amending the section governing involuntary termination of parental rights (TPR) proceedings found within the domestic relations title to provide that “[t]he minor child shall be represented by counsel throughout the proceedings. The court shall appoint an attorney for any minor child who is unrepresented, so the court has the benefit of knowing the child’s stated interest.” Also amending provision governing appointment of counsel for parents in abuse and TPR (State) matters to change appointment from discretionary for all indigent parents to mandatory for indigent custodial parents and permissive for indigent noncustodial parents who have “demonstrated a significant custodial relationship with the child.”
