SB440: Replacing right to attorney GAL in abuse/TPR matters with right to client-directed counsel — though a GAL may also be appointed; specifying counsel should be appointed before the first hearing and representation extends to all stages, through permanency, and to appeal. Prohibits the same counsel from representing both parent/guardian and child. Also replaces discretionary appointment of counsel in truancy matters with mandatory appointment. Finally, requires Missouri Supreme Court to establish standards of practice for counsel and GALs and requires the Office of State Courts to make data available about appointed counsel for kids
