HB2481: Specifies that in civil commitment proceedings, when the court is required to appoint counsel it must do so unless waiver is knowingly and intelligently made, and that if person is indigent the funds for appointed counsel come “as provided under ORS 426.250” instead of from the respondent’s estate.
