HB133: In reinstatement of parental rights matters, requiring court to appoint either an attorney or a guardian ad litem to represent the child. Where there’s a conflict between the child’s legal and best interests, “the [GAL] may move the court to be appointed as legal counsel and for appointment of a separate [GAL].”
