H4656: The bill doesn’t create or expand parents’ RTC in abuse cases but requires notice to parents of their rights upon first contact with the Dep’t. Creates the “Family Protection and Transparency Act”, with “Miranda Rights for Families.” Provides that “[u]pon first contact with a parent or guardian, the Department when investigating an emergency removal must make reasonable efforts to provide the guardian / parent with a physical written summary of the allegations made against the parent in a language the parent or guardian can read and/or understand. The document must include: … A statement of the parent or guardian’s rights, including the right to legal counsel, and the right to remain silent.”
