HB1324: Attempts to expand access to in-court representation for tenants facing eviction — requiring the judiciary, “[s]ubject to the availability and appropriation of funds”, to contract with designated organizations for the provision of legal services for residential tenants in eviction matters. “Eligible tenants” should receive access to full legal representation, unless full legal representation is not available, in which case the tenant should have access to day-of-court representation on the day of their first court hearing. Residential tenants who are not deemed eligible, should have access to limited pro-bono assistance. Notably, the bill also seems to expand the types of individuals able to appear in court on behalf of tenants to include paralegals who are working under the supervision of an attorney.
