HB4358: The bill would create a pilot program in up to three locations establishing a West Virginia Public Guardian ad Litem Services to change the model of legal services delivery for children in juvenile abuse and neglect cases. The pilot program is aimed at “explor[ing] alternative methods of delivering legal services.” It does not appear to change the actual entitlement to counsel for kids. Same as HB 2035, introduced last session (2025).
