SB2678: Creates judicial working group to review recommendations for improving access to counsel for youth.

Background

In 2023, the legislature established a malama ohana working group, which was tasked with recommending transformative changes to the State’s existing child welfare system. The group was comprised of 17 members, including not only those who serve youth, but also impacted youth and families.  As described by SB 2678, this group articulated a “powerful vision for transforming how the State supports families and protects children.”

This bill would follow up on those efforts by establishing and appropriating funds for a working group designed to implement those recommendations.

Last action (on 02/20/2026): Report adopted; Passed Second Reading, as amended (SD 1) and referred to WAM.


The NCCRCC submitted testimony in support of the bill on March 4 in the hopes that it will be scheduled for a hearing by the Senate Finance Committee.
