Civil right to counsel resolution introduced in Congress

U.S. House Rep. Joe Kennedy (D-MA) and 14 cosponsors have introduced a resolution to provide a right to counsel in civil cases.  The resolution calls for the federal government to share the obligation with state and local governments.  Check out the press release and coverage in Salon, and Rep.
