Discretionary appointment of counsel

A.R.S. § 41-1481(D) provides that where a person files an administrative complaint alleging employment discrimination and where the Department finds cause for the petition, the court may appoint counsel “as it deems just” for the complainant in any subsequent civil proceedings.
