All about Vermont’s tenant rep pilot
In 2023, the Vermont Legislature enacted a 2-year tenant full representation pilot for Lamoille County and Windsor County to be run by Vermont Legal Aid. Eligible tenants were defined as those who were a) at or below 120% of state median income; b) paid rent that was 30% or more of their income; or c) had household expenses that exceeded income. The legislature appropriated $1 million for the pilot in FY2025.
In 2026, the Legislature enacted HB 937, which extended the pilot statewide and carried forward the $1 million appropriation until fully expended. The new bill extended the deadline for the final report on the pilot from 7/30/25 to to 7/31/27, with the report required to cover case outcomes, mediation results, and recommendations for policy changes.
