HB2381: Amends Kan. Stat. § 38-2205 to provide children in abuse, termination of parental rights, and truancy matters with the right to a client-directed attorney in all proceedings (including appeals), where they were previously entitled only to an attorney guardian ad litem (GAL). Makes appointment of GAL discretionary.
