Legislature introduces another forfeiture reform bill
In 2023, the Kansas House introduced a bill, HB 2380, to abolish pre-conviction civil forfeiture and provide the right to counsel to indigent defendants in criminal forfeiture proceedings. A similar bill was introduced in 2022 (HB 2640).
Though HB 2380 carried over to 2024, the bill died in the Committee on Corrections and Juvenile Justice. The NCCRC submitted testimony in support of both bills.
