Multnomah County RTC ballot initiative voted down
Voters in Multnomah County considered a ballot initiative that would have provided a right to counsel for tenants facing eviction the county. The campaign was led by Eviction Representation for All, and would pay for the right to counsel via a small increase in the county-level capital gains tax. In April 2022, the Portland Business Alliance filed a legal challenge to the ballot initiative, but that challenge was defeated, and in December 2022 the ballot initiative was certified to have sufficient signatures to proceed to the voters in the summer of 2023. However, in May 2023, voters voted down the proposal, largely due to concerns over the capital gains tax funding mechanism.
The NCCRC provided support to the ballot initiative proponents.
