For privately initiated adoptions, Okla. Stat. tit. 10, § 7505-4.1(D) states that “When a parent or putative father appears at the hearing and desires counsel but is indigent and cannot for that reason employ counsel, the court shall appoint counsel.” There is also a right to counsel in voluntary relinquishments matters per Okla. Stat. tit. 10, § 7503-2.3(E).
