Right to counsel

Ga. Code Ann. § 31-20-3(c)(7) provides that for sterilization proceedings, “The person alleged to be subject to this Code section shall have the right to counsel at all stages of the proceedings provided for in this Code section.”  However, there is no mention of appointment of counsel, so the intent is unclear
