S09696: In matters related to the enforcement of court ordered support obligations, providing a right to counsel to indigent persons to whom the order is payable and certain others authorized to originate the support proceeding under N.Y. Fam. Ct. Act § 422 and to minors regardless of indigency. Adding indigency requirement for contempt respondents’ RTC under Section 422(b), unless the respondent is a minor. Providing RTC to indigent parents or alleged parents filing petitions to establish paternity and to compel support under N.Y. Fam. Ct. Act § 522 and to minors regardless of indigency.
