S1349: Adopting the Uniform Guardianship, Conservatorship, and Other Protective Arrangements (UGCOPA) Act. Amending provisions related to the appointment of counsel or a guardian ad litem (GAL) for minors in guardianship and conservatorship matters and establishing the right to counsel (RTC) for certain parents whose children are the subject of such cases; Changing the RTC for adults in guardianship establishment, termination, and removal proceedings from the right to an attorney GAL to the right to client-directed counsel; Adding the RTC for adults subject to emergency guardianship and conservatorship petitions; Appointment for adults in conservatorship matters is currently discretionary–the bill would make appointment mandatory and provide client-directed counsel instead of an attorney GAL.
