SB1102: “To incentivize States and localities to improve access to justice, and for other persons”; purposes of the Act include “to protect the constitutional rights to due process and a fair criminal prosecution under the Fifth, Sixth, and Fourteenth Amendments to the Constitution of the United States, including the right to counsel, in State and local courts, as articulated by the Supreme Court of the United States in Gideon v. Wainwright, 372 U.S. 335 (1963), and its progeny” and “to protect the right to counsel for juveniles in delinquency proceedings…”
