SB1236: Similar to SB 1040 but more far-reaching. For abuse/neglect matters, changes appointment of counsel for parents from discretionary to mandatory. Replaces child’s right to an attorney guardian ad litem with the “right to legal representation” in abuse/neglect and termination of parental rights matters. Changes appointment of counsel for kids in truancy matters from discretionary to mandatory. Also, adds the right to counsel for certain children in parentage matters.
