SB39: Currently, the law provides for the discretionary appointment of counsel for children in TPR (Private) matters where the grounds for termination are the conviction or commission of a sex offense that resulted in conception of the child. The bill would make appointment of counsel mandatory. It would also specify that counsel for the child in such a case, as well as in TPR (State) matters, extends through appeal. Would also non-substantively amend language related to RTC for parents in TPR (State) matters.
