SB736: Similar to HB 2999. Requiring Department of Human Services to provide a child’s parent or guardian with written notice of their rights. The notice must be provided “[u]pon receiving a report of abuse” and “before a face-to-face meeting.” In addition, the notice must be in plain language. The statute provides the minimum pieces of information the notice must include, such as a warning that any statement or admission made by the parent or guardian may be used against them, that they have the right to seek the representation of an attorney, to have an attorney present when the parent or guardian is interviewed by the department, and to have a court-appointed attorney if they cannot afford counsel and the department seeks either removal of the child or services participation.
