NACC urges RTC for kids when CAPTA reauthorized

In May 2019, the National Association of Counsel for Children wrote a letter to several key Senate committee chairs urging that when the Child Abuse Prevention and Treatment Act (CAPTA) is re-authorized, the provision requiring appointment of a a guardian ad litem for the child (who can be an attorney or court-appointed special advocate) be amended to require the appointment of client-directed counsel.
